Charles spent his long and productive life in the City of Rochester. He was born March 9, 1921 and graduated from Monroe High School with the class of 1939. In 1942 he married his sweetheart, Emily, thus beginning a marriage which would span almost 70 years. During WW II he was called to duty and served proudly with the 25th Infantry Division from 1942 - 1945 in the Pacific Theater. Upon returning home from the war, he, along with his brother Norman, ran the family business, Westfall Florists - a fixture in Rochester since 1932. Along with raising four lovely daughters, Charles served his community in many capacities. He was active in the Republican Party, and elected to the Monroe County Legislature from 1962 - 1975. He is especially remembered for his work on behalf of the Monroe County Parks Committee, where he was instrumental in securing land to be put aside for the enjoyment of future generations. Charles was also active, for many years, on the Selective Service Board; serving under four U.S. Presidents. He was a 50 year member of the Free and Accepted Masons, Lodge Union Star #320, a 32 degree Mason and a member of the Damascus Shrine. He also enjoyed a membership with the VFW and the American Legion. Charles was a founding member of the Associated Florists of Greater Rochester and the Rochester Cooperative Delivery Pool. A board member (now emeritus) of the Upstate New York Teleflora. Charles was a man of great honor and integrity. He thought first of his family, friends and community, putting himself second. He was generous and had a kind word about everyone he met. Charles will be greatly missed and remembered as a loving husband, devoted father and doting grandfather. His customers at the floral shop will surely miss his welcoming smile, beaming out from behind his desk at the window.
